Every idea is for one Vault coin. To post or upvote an idea you need to be signed in with a wallet that holds that coin - we check your balance on-chain each time (one upvote per account). When the idea's upvoters together hold 0.5% of that coin's supply, it becomes a proposal automatically and opens for a holder vote. The team can also promote ideas.
